I think this will help you get part of the way to your objective.
Yes, the FoV rectangle has a small circle on one side and that's the grab point... just grab that and rotate it.

I realize this is a few months late, but here's what I see in the macOS version:
I am able to grab that small control knob (in my image it's on the left next to the label "90.0°" and I can rotate the camera (freehand). I do not own a Windows computer of my own so I have not seen what this looks like on Windows.
Yea, you are lucky. As you can see from my screenshot I am not able to see it. And this is a problem on the Mac and PC version.
I don't know why tech support doesn't reply to this. I have opened another thread hopefully to get one of them to chime in.

I do see it on my mac. I'm using SNPP v7.6.3 and the mac is running macOS 10.13 (High Sierra)
What version of Windows are you using?
Somehow I am not able to selectively reply to a comment on my post. For the benefit of other seekers, Keiron has responded that the only FOV's that have the control are those associated with CCD or DSLR cameras, and that makes a lot of sense. Keiron says that the CCD or DSLR should be added to the equipment list via Edit > Edit Equipment List > choose CCD or DSLR from dropdown and follow the way...Then they will appear in the FoV list under Telescopes. These FoV indicators have a rotation control knob on them.
