Shouldn't Elevation In Location Change An Object's Altitude Above The Horizon Or It's Rise/Set Times?

I can't see that changing the observing site elevation does anything. I expected it to change an object's altitude above the horizon or it's rise/set times, but it doesn't. Any Ideas?
