I have Android, iPadOS and MacOS. I know it's possible to have an in-app purchase bought on one platform be accessible on another, assuming you're signed in to an account, because some of the apps I use work that way. Would it be possible to implement this for SkySafari?

If this is possible it is not easy. And, at this time, I don't think it is possible regarding apps and IAPs. How can a digital download IAP purchased through Apple Mac Store, where Apple take a 30% cut of the sale then trigger a digital download IAP without a purchase from Google Play Store, where Google does not get a 30% cut of the sale. And, if the Apple IAP is refunded then what happens to the Android IAP?
However, if you say you have an app that does this please tell me which one it is. I will research out of curiosity.

Keiron Smith Offhand, the apps I've used most recently that implement this have been board games like "Root" and "Through the Ages". If you sign into the app publisher's account (Direwolf Digital or Czech Games) on both platforms, then any IAP purchased on a platform becomes available on other platforms. I'm not sure about specifics such as refunds.
It's not a high priority, but it would be nice to not have to purchase thrice (maybe twice?) for three platforms. There may be potential for abuse if people give friends their login credentials, though.
Are you signing in via a app publisher's account via a website or is the publisher's account that you sign into on Google Play/Mac AppStore?
And, what is an example of an IAP purchased? Is this something digital that is then actually downloaded to the app(s), or something unlocked in the game (no download required), or is it a metric in the game?

Not signing into the app publisher's account directly through a website but inside the app itself. Games also show friends you've added and such if you're signed in, and allow you to invite others to play remotely. The IAP purchased in the case of games would typically be an expansion that exists for the physical game as well. I'm not sure whether it's downloaded or whether an app update adds the IAP with a switch that makes it available if purchased (I would guess it would be the latter, at least for the two games I mentioned).
