Will SkyBzT run on a mains unit without  rechargeable Fitted? 

Is it OK to run or charge the batteries Installed?

  No, it will not work.  You must have rechargeable batteries installed to run off the external power connector.  This is spelled out in the Quick Start that came with the device.  The external power connector is really part of the recharging circuit and that is why you must have rechargeable batteries installed.
