I purchased SkySafari 6 Pro iOS, but my wife still shows she has to pay again? We have shared other apps using Family Share, but SkySafari 6 Pro does not need to be shared with her. Should she be able to download without paying again?

This is a question for Apple iTunes Support. Family sharing is a feature of the app store. It is not something we have any control over.
