Fix Arizona Locations Default UT Offset

Arizona does not observe Daylight Saving Time -- expect when using Starry Night, which is an error.  I'm always having to remember to turn off Daylight Savings Time manually when I view from Arizona locations.  I should not have to do that.  The default UT offset for Arizona locations should be -7 all year long.
