(a) I would suggest that better boilerplate might be just "Start" and "End" down the side, and introduce "Date" and "Time" across the top
(b) Clicking on the blank "Start Date" date field currently shows a picker that defaults to 1900, and for the "End Date" field defaults to 2100.
I would suggest that both ought to default either to the current calendar date or perhaps to the date that the user has currently set for viewing the sky chart, if different. And populate the fields on entry to the "Visibility" UI, so the user doesn't need to enter the date picker at all unless they want to change them.
