Just got off with Dell tech support about this and they recommend that I reset the computer to the factory setting and that should fix the problem. Here is the message I keep getting after trying to install.

Now have Starry Night 7 installed on my Dell. The problem was corrupt files in Widows 10. I did a reset to factory setting and after that the program install. Thank you for your Help. You may want to had to your notes just in case someone else has this problem. Good day
