I successfully installed Starry Night Celestron 7. When I double click the executable the app starts to load with a splash screen, which says;
"loading Disk Layers..."
"Version: 7.6.3.1377 keEW | <my name> <serial number>"
Then a popup with the message "The planet data file could not be found. Try reinstalling from original disks." and an option to Quit only.

I am having the same issue. Tried to install SN8 just now for the first time. OS is Windows 10 Enterprise version 21H1, build 19043.1052.
"Run as Admin" did not work either (same error message) - and should really not be necessary either.
During installation, I also got errors showing that the Ascom driver didn't install properly.
Is there a known issue with the current SN8 version? (I downloaded Starry_Night_Celestron_SE_8.1.0.2045.exe)

Keiron, in a similar case you'd recommended to uninstall and reinstall. That actually worked for me.
I think what is happening is that SN8 fails to install some of its dependencies (VC++, ASCOM, .NET 3.5). I then installed these myself, followed by a Repair install of SN8. What seems to happen is that the Repair fails to copy over all the data files that are normally copied when concluding a successful fresh install.
I brought the installer back up clicked remove and then reinstalled it double click the application opened it right up but it froze on me had to use task manager to get it to close out reopened it fired right up and asked me for my location so if anything changes I will update
