Make extension Databases optional to install

I would really like if the GAIA/PGC databases were optional to be installed.
Even if I purchased them I might not want them on every device.

Also, a delete function for already installed ones would be nice.

  I agree that having the ability to turn it on and off would be nice.  I will add it to the list.
