From the app:
Observe -> Planner -> Choose "Specific Time Range", enter time range values, click search, results do not match selected time period. Also, the "Specific Time Range" values are not retained like the other options.
How long does it take to get an answer to my question? If all the features do not work in the app, and I can't get help, where do I get a refund on my purchase?

Restrict to Time Period: limits the search for objects to a specific time range when an Altitude or Azimuth range is specified in the Restrict To Ranges section. Toggle the "Specific Time Range" button and tap the highlighted date and time display to set the time range limits for your object search.

It is accurate when using altitude (I only tested with altitude settings). However, the Restrict to Time Period does not hold it's values like every other option in the settings page, which should be fixed. Also, the planner screen is not very intuitive, unless you read the manual, but who does that? haha...
I appreciate your help, but you might want to fix the issue where the Restrict to Time Period retains it's set value, and also maybe somehow change the Planner screen to group all the "Restrict to" features together to visually demonstrate you must choose a combination of all required values.
