Request to allow observations to be modified in seconds and not just minutes

I would like to see observation Start and End times with the ability to modify them in seconds and not cut off at minutes.  When I do observing sessions, I record all the known objects that I see and it's important to me to have that information be realistic and in the correct order while having the best proximity to the actual time.  I always end up making adjustments to obersvation times later on.  If I observe 5 objects that are near each other, I want to logically indicate the order in which I saw or observed them even if it's a few seconds apart.  I don't want to have to choose between making them all show the exact same time, even if I add an observation later on (which affects sort order) and between having them appear to have occurred over a span of 5 minutes to make the observation order clear.
