Strange panning behavior in the sky view.

I was using SkySafari 7.1.3 (1060) in the cockpit at work with current time and position updated with an external GPS receiver.
A very strange scrolling behavior was observed as I was panning up, down, left, and right. 
I took a screen video of this phenomenon which I could submit since it’s difficult to explain how it appeared.
