Solution:
The most common cause of that one is a misplaced older version of the QTCF.dll lurking about in your system.
On an x64 system, the best place to start looking is in the C:\Windows\sysWOW64
On an x32 system, the best place to start looking is in theC:\Windows\System32

Do you see a QTCF.dll lurking in there? If so, try dragging it out onto the desktop.
Can you launch Starry Night now?
Very useful information, thanks a lot. I have windows vista (x32) OS and when I had upgraded quicktime player to 7.7.3 version became to the same problem like you described above. Just that I wanted to open one movie file in photoshop CS4. I found QTCF.dll in C:\Windows\System32 and draged it to the desktop. And it worked !! :)
Now I put QTCF.dll in the recycle bin but I didn't empty it yet. Photoshop still works like it should. Now i have another question, Is this old QTCF.dll file could be in use with some other programs or can I remove it freely from the computer?
Check the Compatibility Center to see if the old program can run on 8.1. Some old programs that ran on windows 8 do not run on 8.1. You should have mentioned the name of the program
