The MSVCR100.dll Error message (and likely this in the title above) can be resolved by installing the following software.

At the link install both of the following:
vcredist_x64.exe
vcredist_x86.exe
I installed both (why is the 16bit version required?) and that did not help. The SN8 installer, when trying to install "VC++ 2010 SP1 x86 (MFC Security Update)" will state "Failed to correctly acquire vcredist_x86.exe file: CRC error." Re-downloading did not help.
Installing vcredist_x86.exe solved my issue, thanks @Keiron
