Can I Change Where The Horizon Line Is Set? (Answer: No: Read On!)

The standard level for the horizon on my windows 11 laptop is about a quarter of the way up the screen.  I'd like to be able to move it quite a lot lower, eg to about a tenth, and have the hoizon horizontal at thta level.  Can this be done?

    Sorry, the "level" cannot be changed programmatically, it is the horizon line, all the objects have to rise and set at specific times on the horizon line.

    Changing the horizon line would be resetting the entire cosmos.

    Thank you for the quick response.

    I think I didn't make my question clear enough, as I don't want to reset the cosmos (well OK a few bits could do with improving).  I just want the position of the horizon, when it's flat, to be lower on my screen. Visually it's as if I am looking at a higher altitude and so see less ground.  I thought the default viewing altitude might do this, but it doesn't seem to - in fact I'm not sure what it does do,
