Both horizon and cloud panoramas can be displayed in the right hand pane of SN8P but only horizon panoramas can be selected. Selecting a cloud panorama does nothing. The only way to change clouds is to use the options pulldowns.
By the way horizon panoramas don't work too well when zoomed out.
