I understand what you saying. But, again, I would ask, why don't you open ALL windows first BEFORE syncing time across all the windows?
Please consider what I am suggesting, as I believe it works like this.

I just tried this again. I opened three windows, then sync'ed the time in all windows. Then I changed the time flow rate to 1 year. All three windows showed a time flow of 1 year. In the second window, I used the pulldown for the location to go 51025.1 km from earth. The time flow rate stayed at 1 year. In the third window, I used the pulldown to select "View from..". As soon a the "Viewing Location" window opened, the time flow rate was changed to "1 x". So it doesn't seem to depend on the number of window opened.
