My old iPad won't update to the newer IOS software so I can't load Sky Safari 8. I need to invest in a new iPad, Sky Safari 8 capable, to operate my scope and mount. So, what's the best bang for the buck ? I'm running a Starsense Autoguide now, running Sky Portal.

You can't really go wrong with an iPad, provided it supports the minimum operating system for SS8, see below:
iPhone, iOS 18.6 or later.
iPad, iPadOS 18.6 or later.
Apple Silicon Mac, MacOS 15.6 or later.
There will be no difference in regards to features and functionality. If it runs, it runs everything.
You may choose your preferred iPad for other reasons, such as storage space, graphics chip, later is better for App support longevity, etc.
