Are Observability & Weather Conditions Based On Device Location Not App Home Location?

I am currently in a time zone UTC+8. My telescope is operated remotely in time zone +10 (daylight saving for a few more weeks so currently UTC+11). Premium subscription SkySafari8. When I selected observing conditions the program states the best time for observing from 1700 local until 0300 local. This is in error as I want the conditions for +11. It also says that the observing conditions will be cloudy (cloud icon). Every other astronomy weather forecast state that tonight’s conditions are going to be good. So I am assuming the forecast is using the location of my iPad that has SkySafari 8 on it and not my location of the observing site. How do I get SkySafari to use the location of my observing site not the location of my iPad which has the program on it. I have configured the location of my user site correctly including lat and long, time zone, daylight saving, altitude etc. Thanks.
