I almost submitted a bug report, but found the answer, so here it is explicitly for people like me who sometimes skip read past a crucial bit of documentation:.
"On Android, tap-hold and drag the item to move it" well, on the main screen nothing happens. Because it is done while in the Settings -> Appearance and Behavior. Having been used to SS7 where to change the order of items one clicks Edit first. There is no edit so I thought I was out of luck. I click and drag and nothing happens - ah, slow down, click and wait for the item to light up, then drag.
Wish we could have a choice of the icon. The observe is now sort of [o] as opposed to a simple "CBS eye". There is nothing square bracket about visual observing!
