I recently changed my name and would like to use the email address associated with my new name instead of my old one (I want to deactivate or delete the old email).

Can I transfer the license that was bought on the old email over to the new email?

  I'm thinking this may be a question for Google if they'll transfer purchases from one account to another?

  I've already looked into it and Google will not allow you to transfer purchases between accounts.

  This is a question for Google Play Support.

  We can not transfer your purchased apps to a different account.

  Only Google can do that.
