Does the Sky Safari ap work on PC laptops?

If the answer is yes, can I connect my laptop computer to my scope with a serial to USA cable?

  It is not made to run on Windows. The work around that I have found is to install a Emulator like AMIDuOS then you can run it on that. It works pretty good for me but I have never tried to connect my Scope to it so I can't answer that part of your question.
